Hope Water and Light Commission (HWL) is an all requirements wholesale customer of Southwestern Electric Power Company (“SWEPCO”), which is now AEP/SWEPCO. The power supply agreement with AEP/SWEPCO will terminate December 31, 2032.

The electric service territory established by the Arkansas Public Service Commission is approximately 110 square miles and includes the City of Hope and the adjacent rural area in Hempstead County. Hope Water and Light Commission owns and operates five (5) distribution substations (115kv / 13.8 kV) that have a total transformer capacity of 190 MVA, approximately 18 miles of 115kV transmission line and a 115 kV switch station which is located under the AEP/SWEPCO transmission line approximately seven (7) miles west of Hope. HWL is served by AEP/SWEPCO thru one (1) radial transmission line and maintains another delivery point with Entergy Arkansas, Inc. (EAI) for back up transmission service and reliability purposes.

The current system peak summer demand is approximately 58.0 MVA and the annual kWH usage is approximately 300.0 GWH. The electric system serves approximately 5682 residential customers, 976 commercial and 58 industrial customers. Energy (kWH) sales to residential customers are approximately 25.4% of the total energy sales with commercial sales equal to 15.6 % and industrial sales equal to 59%.

The Hope Water & Light Commission sets electric rates according to scheduled rate studies to meet the financial needs of HWL. Rates are established to meet the financial obligations required of HWL as well as maintaining the physical assets to provide safe, reliable electric service.
